There are several meanings of this rock-towers, depending on the region.
For example in the alpine region they are called "Stoanmandeln". They are "cultivated" by passing alpinists by piling stones one above the other again and yet again.
Sometimes they are fingerposts on crossroads, sometimes just gimmickry. But there could also be a deeper meaning ...
The depicted one is located in the middle of germany and has no deeper meaning. The people, coming along, put a stone on it. I put the topmost on it.
